The TLILIC0003 – Licence to operate a forklift truck unit is the mandatory training required to legally operate a forklift (LF class) in Australia. This nationally recognised unit leads to a High Risk Work Licence (HRWL) issued by WorkSafe WA.
This course is suitable for workers in warehousing, logistics, manufacturing, construction, and retail environments, or anyone who needs to operate a counterbalance forklift as part of their job.
Training is delivered face-to-face at our Belmont or Naval Base training facility, using compliant forklifts in a controlled and supervised setting. Upon successful completion of assessment, participants can apply for their LF licence through WorkSafe WA.
A forklift licence is legally required to operate a forklift truck in any workplace under WA’s Occupational Safety and Health Regulations.

Upon successful completion of the course, participants will receive a Statement of Attainment and a Notice of Assessment, which remains valid for 60 days. To obtain a Western Australian High Risk Work Licence, you must submit the following to WorkSafe WA:

Course Requirements
Personal Protective Equipment (PPE): To enter our workshop, participants are required to wear steel-capped boots, long pants and long-sleeved shirts. Hardhats can be provided if you cannot bring your own.
Language, Literacy, and Numeracy (LLN) Requirements: Participants must be able to read, write and understand English. Completion of the LLN assessment is required prior to confirmation of the booking.
Individuals holding a Student Visa are not eligible to enrol in or attend the course as KITA is not a registered CRICOS (Commonwealth Register of Institutions and Courses for Overseas Students).

Forklift training supports safer workplaces, fewer manual handling injuries, and smoother logistics—making it a key competency for labour hire, FIFO roles, warehousing, and construction site access.
This unit covers all aspects of forklift operation and meets the requirements outlined in the National Assessment Instrument for high-risk work licencing in Western Australia. Training is delivered face-to-face by experienced trainers and includes both theoretical and practical components.

Learn how to inspect a forklift truck before use, identify faults, and ensure it is safe to operate in line with manufacturer guidelines.
Planning and load handling:
Understand how to assess load weights, apply stability principles, and choose appropriate attachments for different load types.
Forklift operation techniques:
Safely operate a forklift to lift, carry, and place loads using industry-standard controls and safe operating procedures.
Working in tight spaces and shared zones:
Learn how to manoeuvre a forklift in confined areas, congested worksites, and around pedestrians and other vehicles.
Shutdown and post-operation procedures:
Follow correct shutdown protocols, secure the forklift, and conduct post-use inspections in line with site safety requirements.
Communication and hazard control:
Use effective communication techniques and apply risk control measures to reduce the likelihood of incidents on-site.
Assessments are conducted by a WorkSafe WA licensed Assessor in accordance with high-risk work licencing standards. Participants must successfully complete both a written theory test and a practical skills assessment to be eligible for a Forklift (LF) High Risk Work Licence.
Language, Literacy and Numeracy (LLN) Assessment Requirement
To ensure prospective students have the necessary LLN skills to successfully undertake their chosen training, it is a mandatory requirement to complete an LLN assessment prior to confirmation of the booking.
